The AVC lets you program multiple voltages, but only one at a time, since it has a single output. I agree that I could never see the utility. You can pick up the little 30-40 watt transformers for $5 many times, a bank of those would make more sense and you'd have multiple voltages continuously available. 
The old Lionel transformers like the type V or Z that have four variable outputs also work well.
