I have tried to identify the rivet for that weight off and on over the years without success.

I thought one of the Lionel parts dealers was offering the rivet, but I cannot find it on anyone's parts list.

A standard hardware store semi-tubular rivet might fit, but you would need to be careful of the head. It should fit into the porthole. The head was too large on the ones I tried.

if you find a rivet with a head that is slightly to big, carefully grind the head so it fits into the porthole. That's what we toy train guys do best. make or modify items to fit.
