I was testing Tortouse motors for point contact with the normal and diverting stock rails after mounting the Tortouse to the bottom of the train board, maximum 12 volts DC for Tortouse, the AC/DC converter transformer has a slide switch for maximum DC voltage of 12 volts, using a multimeter the meter read 14.5 volts. I would recommend checking the indicated voltage of these wall transformers with a multimeter. I positioned the slide switch to 7.8 volts, the meter read 11.5 volts,

Wall warts come in regulated and unregulated versions. The regulated ones will read close to their rated voltage from zero current up to their rated current draw. The unregulated ones will read a higher voltage until it reaches the rated current draw where it should be read close to its stated voltage.

For sensitive equipment you should look for regulated supplies.
