Not sure if one even exists in O-scale, but I'm looking to acquire an Amtrak Baggage car done in the Phase V livery.

Weaver makes an Amtrak Phase V materials handling car.
An MHC is not a baggage car. Any phase IVb baggage car is going to be a custom job, including custom decals. The stripes can be done with Microscale trim film, but you'd still need to make the 'Wave' logos, car numbers, and "baggage" logo for the car. I swear I saw a video of one on Youtube, I think Jeff Sohn did it, maybe he can give you more info.
Boilermaker great memory on that one! I painted a couple of these cars as I had some decals custom printed by Microscale. Let me know what you néed as I may have some decals left.
