Amtrak's Harrisburg Line?

I haven't been there in recent years but it appears from what I have seen online that the improvements to track and signals end right past Lancaster. Are they not going to rehab all the way to Harrisburg?

Also, back in the 90's didn't this line operate under TWC and ABS signals (single direction per track). And with jointed rail in some places?
