so with all my halloween stuff I stumble On this youtube video, I would love a train like this that does the start up chug and the whistle like it does. What do I look for and what are these features called if I am shopping onlne. PS not my video, not sure one rules of posting someone else's, but this is what I want

Frankly, unless you stick to the very bottom prices ranges in Lionel or MTH it will be hard to not get a steam loco that has at least the basic steam chuffing sounds.  Most of their products do (Williams by Bachman does not).  

 

Most modern mid- and upper-price range steam locos have very good, complex chuffing sounds and they vary the sound when accelerating, etc.  The premium models (Legacy, Premier, Imperial) usually have the smoke puffs coordinated with the chuffing) but even stuff like Lionelchief plus has pretty good basic steam sounds now.

Every MTH PS2 or PS3 steam engine, even the lowest-priced RK Rugged Rails steamers, have chuffing coordinated with smoke puffs.

 

Further, under DCS, all of these steamers have the ability to change their chuff rate, and coordinated smoke puffs, as well.

It depends on what locomotive it is.  I've done upgrades from simple sound upgrades to installing full command, fan driven smoke, lighting enhancements, etc.  Virtually any locomotive can be upgraded for sound and command if desired.
