CSX (SAL) from Weldon to Norfolk???

Just looking on google I can clearly see CSX has upgraded this line with new double track and CTC. If you go to street view with many crossing you get the old single track view. Can anyone shed some light on the scope of this project. Is there a reason? Its unusual to CSX upgrade lines like this after wanting to cut as many as they could.

Also, in the same area, how many daily trains does the former N&W line see through Waverly and west to Roanoke?
