Have you checked the motors themselves? Unplug the motors from the circuit board(if it has a plug-in) and use a 12 volt power source or 12 volt car battery to see if the motors work as they are D.C. can motors. 

 

The new circuit boards from Williams by Bachmann are some what expensive, around $50.00 or more from Bachmann.

 

You could wire the motors straight from a bridge rectifier; 50 volts at 6 amps will work. The only draw back is that you lose direction control, or you can add in a double pole double throw switch and get manual direction control by reversing the wires to the motors from the bridge rectifier.
