It would be pretty easy to make one of the fiberglass boards that have the resistor on with a blank piece of fiberglass if you're stuck.  The fan driven one appears to be totally different from wherever you got that board with the resistor.

 

You could probably use a Lionel fan driven smoke unit.  I've put a number of MTH smoke units in K-Line locomotives when I install the Super-Chuffer.

the only reason why i said the fan driven smoke is because lionel remade this loco under the kline name. The lionel replacement part shows that smoke unit with a bracket that will fit. I did try a regular dum lionel smoke unit but the dimensions of the smoke unit will not fit in the boiler the kline smoke unit is skinny and short to allow the boiler to fit which is annoying. I also agree that it might be easy to make the fiber PCB the only concern with that it the pcb is on the bottom of the mechanical smoke unit so the smoke fluid sits on top of the pcb i am afraid that the smoke fluid deteriorate the fiber board quickly

Its up to you. 

where the traces are bad is what holds the resister in place and keeps it form moving up and down. It will cause it to also leek because the smoke fluid sits on top of the pcb on this type of smoke unit. On one of my replies to gunrunnerjohn i included a photo of the smoke unit assembled and on the locomotive
