I repaired an Ives motor that had been rewound, but  would barely run.. The windings were not connected to the correct commutator segment. That's probably not the OP's problem, but there was one more problem. The commutator had shifted/rotated on the its axle and was not "clocked" properly relative to the armature windings.

If you have any Ives motor that works properly, use that as a guide and clock the commutator properly, then set it with Loctite.
