I had a similar problem with a newly purchased Cab/Base 1-L (additionally it would not control any TMCC engines, sone Legacies worked fine, others flickered and responded poorly). I contacted Lionel service 4/30 and she sent out a new 8v 2A wall wart power supply. It arrived today, I reconnected everything and all issues resolved - both TMCC and Legacy work perfectly. I'm happy and thanks Lionel!

Checked out all the features including switches and routes. Ran two TMCC Engines one a Williams Scale GG1 with RS5.0 and ERR cruise and a K-Line shay with TMCC/RS/Cruise. Also ran my two Legacy engines. Everything worked as it should.
One thing I did notice and maybe this is just my imagination but it seemed like the engines responded to commands and speed changes better than with the original transformer.
Anyway, I really like this system and when the prices start to come down on the CAB1L remotes I plan to pick up a second one.

I just hooked up the Power supply Lionel sent me last week for the Cab-1-L to replace the one that came in the box. I was having the same problem with a F-3 I kitted with ERR boards. The head light was flickering and the whistle was iritic, I would hold the whistle button and it would make short bursts. Also the new ZW-L LIONEL light slightly flickered on front of the transformer.
I fired up the C&O Legacy Mallet, the CSX Dash-9, and the ERR F-3 all at the same time and everything functions as it should with the new ZW-L. Glad I found this Forum with a great bunch of helpful folks.
