Lionel 16 wheel depressed PW flatcar

Today I picked up a "Lionel Steel" 16 wheel depressed center flatcar. The metal body of the car looks as if it was based on the PW version of the car. At the time, at least SP and PRR had huge center flats. Did Lionel "base" the car on one of these railroads? Or did they "base" it on another?
