I was told they are powered in a different manner in the Cabbage than the powered units.

The Powered unit Number boards run from track power, not the RCMC. 

The Cabbage number boards are driven differently from a Specialized Multi-function Lighting PCB in the shell. 

Since the powered unit number boards are too bright - then the series resistor should be easy to find.  The resistor is probably on the small LED PCB by the number boards, and should be 1k ohms.   Let me know your finding GRJ,  I don't have production units in CA to open up to have a look.
