Marklin HO 3 rail ?

Marklin HO is 12v AC system--- not compatible with a DC power pack.

If it's a solenoid reverser, touching a DC pack's leads to the shoe and wheels should make it run at a slower speed as Marklin is 16V AC. Okay for testing. On DC you won't be able to change direction. I don't know if DC would confuse an electronic reverser. Make sure if touching the center pickup doesn't work, try the pantograph. There's a switch on the bottom that chooses the pantograph or center pickup.

I didn't see a switch on the bottom anywhere. Does this indicate track power only?

The switch should be a fiber arm in a slot in the frame next to the body shell. Taking the shell off, (one big screw in the bottom) should make the switch obvious. If touching the wheels, the center contact or the pantograph  does not make it run, it has other problems.

I did try applying power to the center pickup and outer wheels, as well as the pantographs, but no luck. I used a Z4000 at 12 volts.

Can you spin the wheels with your fingers? If you can, it much be electrical. It the wheels are frozen, put a penetrating oil on all bearings in the gear-train. You will have to take off the shell. Lots of gears you can't get to otherwise.

The wheels turn freely. I'm going to open it up when I get some time.
