Following thread suggests fussing with the voltage might bring a non-working blinking sign back to life.

Note how member Dale H tries somewhat in vain to get someone to provide more info/photo of the actual circuit board.  There were no takers...perhaps you could post some closeups of the board.  If the board is no longer available this would be a good start to coming up with an alternative.

The following is the only video I could readily find of an MTH building with blinking sign.  I assume this is what you're talking about...and that they use the same circuit board to drive the different blinking sign designs.

If this is an EL sign (?) I wonder if something from Miller Engineering blinking window signs could be used.
