No Railsounds coming from Locomotive

I am no expert, but just curious...did you look up the pat number for the loco on the lionel web site?

I once bought a powered TMCC A Unit and could not figure out why it had no sound...well it was because it was just a powered A unit , made to be added to an existing A unit with all the bells and whistles.

Also, did it come with those little Lionel flash drives you stick in a Legacy or TMCC Controller?

No chip. It's weird I figured if it has the engine noises when I run the horn and bell how come it doesn't work when it's running. 

If you hear bell, horn and speech, but no constant-running background prime mover sounds,  could be that the BLEND setting is probably turned all the way down. Or as a previous poster mentioned, the SND/NO SND switch is off, or perhaps a wire is broken.

Refer to the owner's manual for instructions on adjusting blend--it's an AUX1, numeric 1 key-press combination. There are several different volume levels that the background sounds can be adjusted to, the previous owner of your engine might have turned them down all the way. This setting is stored even when power is turned off.

I took the cab off the chassis. I noticed there is a slot for a rechargeable 9v battery. So I went ahead and installed a rechargeable 9v battery and still nothing. The switch is on for sounds and so is the volume level. There doesn't appear to be any broken wires visible. On sounds I get are the horn and bell. Like I mentioned earlier when I hit the bell I hear the prime mover sounds. There is no crew talk also. The chip installed is Railsounds power 692-PCB1-0B1 if this helps.

I'm at a loss to explain any scenario where the prime mover sound was "gated" (appearing only during) the bell activation. There's just no rail sounds operating mode that does that.

I'd double check that the wires from the sound/no sound switch are not broken.

The 7 and 2 numeric keys don't trigger dialog when you press them? If you want to post an audio recording (or a video with sound) I'd be happy to put an ear on it. But this may well be a job for service. Or an ERR soundboard upgrade, you'd get better sound quality and expanded dialog.

I'm also running conventional. I don't have a remote. But I have engines that I run that all the sounds work without a cab remote

Then in order to fix the blend settings (assuming that is the problem, I can't say for sure) you should take the engine to a layout that has TMCC or LEGACY and follow the instructions in the manual for adjusting the background sounds (aka "blend") volume.

It's possible you have a bad motherboard. If you have other tmcc engines you can swap the sound and power boards to test. If you know someone that runs tmcc you could have them perform a re-program, I would try the re-program first.

Unfortunately this is my first TMCC locomotive. Everything else is conventional or MTH. I will try to see if there is anyone local that can help me.
