It's a link to a specific post within a thread, not a topic.

This link is a link to this specific post, rather than the top of the topic.  (it's more obvious (and useful)for longer threads)

Note I needed to edit this post to get the link, as there is no way for me to select Permalink while composing the response. 

I viewed my post, hit Permalink, it jumped so my post was at the top of the browser, I then copied and pasted the address (using the link icon) to set the Link.

As Dave45681 said, a "Permalink" is a link to a specific place within a thread. For example, the OGR Forum Upgrade thread is now 23 pages long. However, clicking THIS LINK will take you directly to the first post on page 23. I used the Permalink function in that first post on page 23 there to generate the URL for the link, then pasted that URL into the link here in this post.

PERMALINK is under "Take Action" of each post.

It's also listed at the top right when you click "Manage Topic."  What happens then?

Via experimentation it seems to result in the same thing (same URL is the result) as when you click on the thread title from the forum category it is under (i.e., it puts you at the first post in the thread).

I have no idea why that would be considered useful rather than just bookmarking/linking to the address you get by clicking on the title of the thread.
