You have 3216 Log car.    It is from 1938.   It has what are known as Type XII trucks and the Type X coupler. The type X coupler was used on 9 1/2 cars in 1938 and primarily on 6 1/2 cars in 1939. The coupler is know as sheet metal knuckle coupler or a "curley que" coupler.  The type X Flyer coupler will couple with a Lionel knuckle coupler

 

The wood load was usually a scribed block of solid wood.  Your wood tie downs are home made, but there are reproductions of the original tie downs available.  You are also missing a brake wheel.

AF Pre-war is interesting as there is both regular size O scale offerings and 3/16" O scale (comparable in size to S scale).

The 3/16" scale offerings are among my favorite pre-war offerings. For example,this Pennsy K-5 is pretty accurately done:
