Problem with Lionel Culvert Loader 6-12983 Conventional Control

I recently acquired the Conventional version of the Culvert Loader and Unloader. The Culvert Loader works great. The Culvert Unloader #6-12983 does not.

The hazard lights on top of the beam flash seven times on the Unloader and that is it. The house lights do not turn on and the pipes do not unload when the switch is thrown. Just wondered if anyone has any ideas what needs to be done to get it to operate? Thanks.
