Can a Protosounds ( from 1999) be upgraded to PS2 or PS3?

In General yes, an Mth engine with the original proto-sounds system can be upgraded.
Cost for the basic kit is about $160 to $180. You can go it alone and get help from the kind folks here on the forum or you can pay someone else to do it for you. Lots of forum sponsors and members do this work. The rates may vary depending on what you want done as far as lighting effects or other details.
It would help to post the actual item number. Since you are talking about a dual motor steam engine I am not sure exactly which kit you need. Although you could always just call the folks at MTH, with the item number, and I am sure they could steer you in the right direction.

I believe gunrunnerjohn and GGG from right here on the forum do conversion upgrades. You might try contacting one of them if they don't reply here.
It'd quite possible, that a nice candidate for the conversion as it's worth enough to make the cost justifiable.

Bluegill, about 10 years ago I upgraded a whistle-only MTH 4-6-6-4 from 1994 or 1995 to PS2. It was relatively easy and loco has been running fine ever since.
This is a good engine to do. Like John stated, it is worth the cost. John or George can get it done for you.
I have a PS-32 steam kit available to upgrade this for you. G
