I am just getting used to my digitrax system.  I have a UT4D wireless controller and it seems to be super sensitive all of a sudden.  My normal controller works great and the throttle has slow/normal speed steps.  My UT4D is way too sensitive all of a sudden.   If I turn the throttle about four or five steps, my locos are already at like half of full throttle.   I assume there is some way to adjust the throttle?   I don't know how to reset it or fix it?   Does anyone know what might be happening or if it may be damaged?   I run 2-rail DCC.

It sounds like your system/throttle is new.   However, with the UT4R (which is same throttle for Simplex,which I have), that type behavior generally means the potentiometer in the throttle has failed.      Digitrax will repair these if you send it in.  I kinda looked at taking one apart and replacing the pot by myself.   however, I could not get it apart reasonably.    If it is not under warranty (one year), they charge 25 for a repair.       You pay shipping down, they pay shipping back.    The website has a form for this.
