The Greenberg book says no smoke but a light. Take the motor out and replace the bulb then go from there looking for a loose wire.
Here is another thing to try before replacing the bulb. If you hold the bulb up to a light, and the filament seems to be intact, try rubbing the center contact on a coarse cloth such as denim. Also, twirl a pencil eraser inside the bulb socket to clean the center contact there. (It sometimes is just just oxidation after all the years).
If you need one, the 1060 uses a #51 6 volt bayonet based bulb.

This loco I believe came with the plastic motor so there is no lamp socket. There is a hole in the front of the plastic motor housing with a ring around the inside and a tab for the base of the lamp. Lionel made these motors really cutting costs. Twist in a new lamp and see what happens, it should illuminate.

The bulb is a bayonet base type. Push the bulb in slightly, and twist it slightly (probably counter-clockwise). The bulb will come loose, and you just pull it straight out from the socket.
