Does anyone know where I can purchase figures of people running a race? My children are really into cross country racing and want me to put a race on my layout.

Here is what we have done when we can't find the right people.You can as we call it….. "cannibalize"regular people.Cut the arms and legs off re-position them and re glue them in the position you want.Then re paint.It can be time consuming.Nick

Another option, if you are into very light bashing of figures and such. Tamiya makes some nice sets of 1:48 soldiers, aircraft carrier deck crew, etc.,, some of them are running. Others make slightly smaller figures too (1:72) that could be children in 1:48. Shop around on the internet and you can find them for a bit less than a dollar a figure, which is a bargain compared to O-gauge sources. Some are running. Some are not but can be made into runners (see below). While not all the figures in a set will work for you, but you will still most likely find more that will than won't.
I've bought several sets in the past for similar purposes as yours: where I need figures doign something I can't find from Woodlanc Scenics, Bachmann, MTH, etc.. I cut, filed, sanded equipment (canteens on their belts, backpacks, helmets, rifles, etc., off and painted them as workers, people waited for a light on a street corner, etc.
The good thing about the Tamiya and other model figures is they are made of a hard plastic that is easy to cut, file, sand, paint, and particularly, glue (unlike some Lionel, MTH, Bachman figures plastic cements work well on these - glue them well and they never come apart even if abused). So, I "edit" the figures in this way by cutting a leg at the knee or hip or arm at the shoulder and elbow, and repositioning them into the posses I want (I use yellow glue to fill gaps/notches left by the surgery, and once it is dried and filled the gap completely - maybe have to use a second application - paint them. I must have five of six dozen I have done like this.

For what it is worth, Arttista makes a jogging woman figure (SKU #1482).
Kitbashing is probably the only way to go to get any variety.
