I gave my brother's grandson his first train.  It is an old Scout boxed set which included a transformer.  My brother lives in Atlanta so I can not just run over to see what is wrong.  

 

When he plugs the transformer into the wall, the Green Light on the transformer goes on.  He attached the track clip to the white and black wires internally connected at the other end inside the transformer.  He attached the track clip to the track.  He put the Scout engine on the track.  When he increases the current with the dial, (0 to the Red line) the Green Light goes OFF and then Blinks.  The engine does not move and does not make a sound!  This is too simple but I can't figure out what he is doing wrong.  Before I gave him the set I hooked it up and the engine worked just fine on the old 027 track I also gave him.

 

Does anyone have any suggestions?

We need a lot more info here.

 

What transformer? CW-80 / PowerMax / PowerMax Plus? I'm not familiar with any transformer that has "white and black wires internally connected at the other end inside the transformer".

 

By track clip, do you mean a Lionel CTC lockon?

 

If CW-80 / PowerMax / PowerMax Plus, is the red terminal connected to the #1 fahnestock lockon clip?

 

If CW-80 / PowerMax / PowerMax Plus, is the black terminal connected to the #2 fahnestock lockon clip?

 

If it is a CTC lockon, is the wide connector of the CTC(connected to #2 fahnestock clip) clipped to the outside rail?

 

If it is a CTC lockon, is the narrow connector of the CTC(connected to #1 fahnestock clip) clipped to the center rail?

 

Are all of the cars & wheelsets on the track rails?

OK Rob, here is what I have found out about the Transformer.

The transformer is model # AC1803000, 120 volt, 60 Hz, 77 or 40 Watts, 3 Amp

The transformer came with a Controller in a Boxed Set 1113WS, 6-11910

I believe this Set was produced in 1996 only.

When only the engine is on the 027 tracks, the Green Light on the Controller is on when just plugged into the wall and goes out, then blinks, when the throttle is turn up.  The engine does not move and does not make a sound.  All wheels are on the tracks.

What is wrong here?  Can you help me?  the wires to the CTC lock on do in fact come from inside the Controller.

That is the 40 watt starter set transformer, and it does have the wires hard-wired coming out of the controller, with a separate 3 amp power brick plugged into the wall with a barrel connector from it to the jack on the controller.

 

You have to attack this systematically.

 

Does the transformer power up and without the light flashing go from Off to Full throttle with nothing attached to the wires, and the two wires not touching each other?

 

Now connect the CTC lockon only, ensuring the wires are clipped into fahnestock clips securely(and again not touching - this is a common mistake):

And check again - does the transformer power up and without the light flashing go from Off to Full throttle with just the lockon attached, and the two wires not touching each other?

 

Now, check to see if the lockon is attached properly - I've seen it done wrong, and it will result in a short circuit!

Now with the lockon connected, check again - does the transformer power up and without the light flashing go from Off to Full throttle with just the lockon attached to the track, with no trains?

 

If not, there is something bridging the center rail with the outer rails somewhere on the track layout, and a very careful inspection must be done. You can start by disconnecting one piece of track at a time until the problem goes away.

 

Now add one piece of the train at a time, starting with the loco, and see if one of them is causing the short circuit.

 

That should narrow it down some. Report back and let us know what you've found.

Here is the set. The controller is an old style one, not seen in years. There may be a short circuit in the locomotive, possibly the reverse board. Does the headlight come on when you turn the power on? You may need to take the boiler off the chassis and inspect the wiring, board and smoke unit for broken or pinched wires, a burned board, or a shorted wire to the smoke unit. If necessary, unsolder the wires to the smoke unit, motor and headlamp, leaving only the board. If the transformer light still blinks, the board is probably bad.
