Smoke problem

I just bought a Williams by Bachman 4-6-0, and it looks great!

The problem started when I turned on the smoke unit. When I get past 7-8 volts it seems to trip a breaker on my transformer. I have this transformer

It's temporary because my good one is in a storage unit 2,000 miles away.

Is this an engine problem? Or is this a problem with this crappy transformer? I wonder if it is the transformer its only a 3 amp.

Transformer.

That one is only 40 watts.
