Forward voltage, directly proportional to the frequency of the light. So red at the lowest frequency, blue at the higher end as John said. Here is more, a table (scroll down) of forward voltages versus light color (frequency or c/wavelength). Color is also modified by a choice of phosphor colors or multiple color junctions in one LED (red, green, blue).
