I don't have that book, but I do have a few of Peter Riddle's other books and they are all very informative and very well written. I really like his writing style and for me his books are easy reads. He is also very knowledgeable on the subjects in the books I have. I can't say the same for some of the other train book authors.

IMO, going by his other books, I would imagine it would be a good book.

I've got it an find it a great resource. Its focused more toward "toy trains" and whimsy rather than all scale sized items. He uses Plasticville, operating accessories and etc. Quite up to date with foam for both the scenery and the layout. Final chapter is on building a drive-in theater using a DVD player or tablet, something recently discussed here.
