i had similar problems long ago about one year ago i had my control section in the corner of the cellar was told to move it to a center location which i did, now it is in the center of the table and all is a perfect 10 ,i have one block for the turn table one block for the rail yard one block for the inside loop one block for the 2 outside loops also 18 volt bulbs on each block and everything is perfect the layout is not big 18 feet long 16 feet wide.i guess i was not letting the signal go in a 360 radius around the cellar like a signal would from a radio tower , if that makes any sense.hope this helps
I think John's problem might be engine related if one engine gets a much higher signal than the other. I had a PS3 in the shop last week that got a very week signal if you were lucky. It left at 10s.
Ground:
remove black from ground screw
remove black from wheels
Board:
re-touch solder joints on signal generator (thank you Marty!)
re-touch solder on caps
Optional:
remove 2/3 switch
remove DCS/DCC switch

Is the signal generator the copper coil next to the caps that looks like a choke or inductor? I have been doing all the above with excellent results.

Are the Rev L TIU's that much better signal providers, or is it, that I am a much more disciplined DCS layout builder, that no magic lights were needed at all.
A bit of both, perhaps?

Whoa !!! thanks to all that responded to my post...it turned into a wealth of information about all things DCS..i really learned alot about some things i havnt even thought of yet!! i will put them into play today. lastly....the fixed out is better than variable set to fixed...just how it works here !! thanks all conrail john
