My information has been that the TIU is already factory equipped with TVS. No need to add external units unless you prefer backup.
The current generation TIU has a TVS on each channel output. I don't know how far back that goes, but I know the Rev. L units have them.
If it's not a TIU made in the last few years I would add the TVS, and an extra one wont hurt anything. I go Hot to Return and Each to Earth, But I'm paranoid that way.
I may skip that when I go to the New Rev L TIU...

I do have the new REV L , Tiu unit, and so far all is well. I may ask, do TVS, protect
from power surges or currents from derails. So, far no derailing, the fuses are in place before the track so , that surge would have to make it thru the fuses, and the TVS, are on all 3 transformers also
