I think blue and red as used in construction chalk lines is considered to be "permanent". As I recall from my grammar school days, it ALL seemed to come off those old slate black boards, with a sponge and water.

 

What I have read of weathering models with the stuff always involved use of a post application fixative to make the stuff stable, as in non-smeary. That point is where I lost interest, as I wanted something I could remove. The examples I have seen liked nice, but I think paint is probably more versatile.
