Looks like an electric generator for a power plant.  The shaft coupling on the right is from the rotor which connects to the shaft of a turbine, most likely a combustion turbine (aka gas turbine) these days.

 

It looks new.  Are there any new power plants being installed in the area where this was taken?   Anyway, more electricity to run our toy trains! 

 

BTW, the rail car in the photo is a 20-axle Schnable car which was originally owned by General Electric.

I don't know what the load is, but the car looks like a Schnabel with a center load deck section. With Schnabel cars, the load typically is designed to be moved by a Schnabel, and actually becomes structurally a part of the car, but in this case, that doesn't appear to be practical, and a load deck center section was used to carry the load.
