In an earlier offering, Lionel offered the U33s with two different numbers. One was hi-Rail, the other had scale wheels.
These look like two different cab numbers, all Hi-Rail.

The catalog mentions scale wheels are available now for the U33C's (probably until existing stock from the last production runs out.)
