Don't think the "personal responsibility" mantra will solve this problem. Not with people driving high powered automobiles down expressways at 145 mph. In 55 mph speed limit territory. Guns being discharged everywhere. We have entered a twilight zone in this country, one that certainly can't be solved by railroads.
