I don't think Evan's Designs will do the trick here. However, if you check with ngineering.com in their Lighting Effects for the RailRoad section, you'll find some great simulators. For a cab strobe, my personal favorite is this one. Every job I've used it on got a rave review for the strobe effect.

Halfway down the page, you'll see this.

Click on the green link that says Video of effect on that page, the bottom link in the More Info box.
