No, the resistor will also limit the discharge current. I actually thought a little about this issue some time back, and I came up with a scheme to limit the charge current and still maintain the discharge current.
The inrush limiter limits the charge current and slowly allows full charge while the Schottky diode allows the discharge current to flow the other way. The reason for the Schottky diode is the lower diode drop on the discharge path to minimize the loss of voltage from the supercap.
