I just noticed the track elevations as marked on the plan. 9% grades seem rather extreme, unless it's a traction layout!

(2.47-1.72)/10= 7.5%

(3.54-2.47)/12= 9.0%

(4.61-3.54)/12= 9.0%

Average grade as shown is about 6"/84"=7%.
