The other will not completely power down regardless of what I do. When I roll the CAB1 red wheel the whole way down the volts reduce from 19 to 10. The halt button also just decreases the voltage back to 10v, doesn't kill it.

Just to be sure, reset the stall voltage to 0 and set the momentum to low.
