That "steam plume" is NOT from the cylinder cock! That is the "tell-tale" steam exhaust from the Worthington Feedwater Heater System, indicating that the Fireman has the feedwater pump running. In your upper photo, showing the people you think are too close, there is no steam exhausting from that same area.
I never paid attention to the fact that steam is exiting only from one side:
so no, not cylinder cocks open.

Also note the small bit of steam vapor coming out of the feedwater heater tank vent tube, right in front of the stack, which is another indication that the Fireman has the feedwater pump running.
