Here's a few edited pics with effects provided from the 3-D photo editing app included in all windows 10 computers...  Just click on the [edit & create] icon on the top of the screen.  Then go to the menu on the right, that opens, and click [add 3D effects] ...   see screen shots, Now click on Effects.  Pick your effect, and apply...😁
