I can't see the gears fully but the intermediate gear may be there to increase the overall gear ratio and torque multiplication to improve low-speed running, especially if the motor is smaller and produces less torque than usual. Can you put an arrow on the picture to point to the front of the engine or show the motor shaft or worm gear?
