A way to automatically reduce power

My layout has several blocks. One of these blocks is an uphill block. I have track sensors and relays that can sense the train and flip the relay to A or B. A is full power (to go up hill) and B is reduced power (to go down hill).

I have a dimmer switch which is used to control 110 volt fan or lighting. I want it turned to the power needed to slow down going down my hill. I may have purchased the wrong type but the dimmer (5amp 125v) doesn't have any affect at train voltage.

Does anyone have any good ideas how I can accomplish what I need?
