The Command Base is needed as it is what allows the Cab 1 to "talk" to the PM-1.

The Cab-1 talks directly to TMCC PowerMasters over RF and does not need a Command Base. A Command Base becomes necessary to address any other TMCC items, or TMCC equipped locomotives. Allof that and more is outlined in the aforementioned Lionel resources.
