For reference, this is a simplified representation of a DCC signal. The pulse width determines whether the data is a 1 or a 0. The sequence of 1's and 0's determines speed and other command functions:

This is an AC signal, alternating at 60 times a second in the US. Speed is dependent on the amplitude of the waveform while there is no change in the width of the waveform:
