IMHO, any quality acrylic made for models (Tamiya is my favorite) that is properly mixed with thinner. Depending on the colors you are after, you don't necessarily have to spend money on "railroad" colors - a set of primary colors (red, blue and yellow) plus brown, black and white will pretty much let you mix whatever colors you need. The only other paint I would recommend having on hand for railroad purposes are Testors enamel metallics (silver, steel, gold and brass). Those are generally used for brush painting of detail pieces, but can also be sprayed (if you don't mind cleaning the airbrush with paint thinner),
