Your tower is a 215 lighted water tower. The 2020 water towers are the same, but unlighted versions.

Oh, and the top fingers on the ladder (unless broken) should protrude through the roof of the tower, via the two small slots shown slightly off center from the ladder. You will likely need to loosen the screw at the bottom of the tank to swivel the roof around to get it in the correct position for the tabs to go through the roof.

As far as the string goes, the original ones tend to either dry rot or tear, so don't worry about it.
