OK, I mentioned there was a way to date the tunnel labels. Here it is:

The 261 Hudson tunnel

The 261 Hudson tunnel was cataloged only in 1929. Therefore, these labels were used in at least 1929. I cannot verify any other years, but can say, that I have never observed any labels with tunnel names that do not appear in the 1929 catalog.
