Sure, the Brits built a new A1 and are building a new P2 The A1 Steam Locomotive Trust and some Pennsy guys are building a new T1 The T1 Trust (prrt1steamlocomotivetrust.org) It just requires a boat load of organization, people, and cash. Are there enough NYC guys that would give the time, money, and effort required to organize and build one? I don't know.

Regulations could also play into building one, local and federal. If there is enough money to do so, anything can be done.
