If you mean that the NSA requires a data feed from Apple and Google, you are probably correct.
Apple and Google collect all sorts of data on their own, and markets it.

So, what's wrong with that? ...... some of that data could be used to select targets for identify theft, or for all sorts of other scams.
Despite my caution, I usually get several phone calls a day.
