Not 100% sure, but I would think that the Lionel Legacy D&H RS-11 shown below would run well on 027 track. It’s not that big:

It runs great on my O Gauge tubular track and 031 curves. It’s about a $325 to $350 engine with great sounds, smoke and pulling power.
