I think there is an FRA rule that states if an engine is going to run above 20 MPH, is has to have ditch lights. But there is an exemption if has an oscillating light.

But even with that, ditch lights, I would say, would be a lot cheeper to keep up.

Was KCS also a user of the oscillating lights?
